Appropriates $5,000,000 in fiscal year 2025 to the Department of Human Services commissioner for county grants to offset costs of implementing service delivery transformation information technology initiatives.

Commissioner must award grants to each county using an equitable formula based on the number of persons served by each county human services agency and other relevant factors.

Appropriates $50,000,000 in fiscal year 2025 to the Department of Human Services commissioner for county grants for information technology modernization and infrastructure projects, including systems to interface with legacy Department of Human Services systems and collaborative projects between larger and smaller counties.

Commissioner must consult with county associations including the Minnesota Association of County Social Services Administrators and the Minnesota Counties Computer Cooperative when developing grant requests for proposals and evaluating county applicants.

Commissioner must develop a framework to offset county costs for implementation of future information technology or service delivery initiatives in the Department of Human Services or Department of Children, Youth, and Families.
