Appropriates $15,000,000 from the general fund in fiscal year 2024 to the commissioner of human services for a grant to Ramsey County for the Heading Home Ramsey Continuum of Care program.

Grant funds must support homeless response infrastructure and services including emergency shelter, day shelter, outreach, diversion, and support services for families, single adults, and unaccompanied youth.

Ramsey County may contract with eligible nonprofit organizations and local and Tribal governmental units to provide services and may use up to 10 percent of appropriation for administrative expenses.

Unencumbered balance does not cancel and remains available until expended; funding base continues at $15,000,000 in fiscal years 2026, 2027, 2028, and 2029, then drops to $0 in fiscal year 2030.

Effective the day following final enactment.
