Establishes motor vehicle accident prevention courses for persons 55 years old and older as a total of 4 hours, reducing the previous requirement from a minimum of 8 hours.

Requires the commissioner of public safety to adopt rules that include curriculum requirements and provisions for course completion certification submission to insureds.

Repeals Minnesota Rules, part 7411.7600, subpart 3, which previously mandated courses be at least 8 hours with no more than 4 hours of instruction in a 24-hour period.

Effective July 1, 2023, applying to accident prevention courses held on or after that date.
