H.F. No. 4601 - Supporting Women Act

• Establishes a grant program administered by the Commissioner of Health to provide funding to nonprofit women's pregnancy centers and maternity homes for housing, services, and assistance to pregnant women and postpartum mothers.

• Eligible organizations must be nonprofits offering programs to support pregnancies to term and child care, provide housing and services free or at reduced cost, and are prohibited from using funds to encourage abortion, provide abortions, or directly refer women to abortion providers.

• Grant recipients must implement privacy protections ensuring women's personal information remains confidential and cannot be shared without written consent, and must comply with medical privacy requirements for pregnancy tests and ultrasonic scanning.

• Reduces the general fund appropriation for sexual and reproductive health services grants by $4,500,000 in fiscal year 2025, with the base reduced by $4,500,000 in fiscal years 2026 and 2027.

• Appropriates $4,500,000 in fiscal year 2025 for the new grant program: $3,000,000 for women's pregnancy centers and $1,500,000 for maternity homes, including administrative costs.
