Amends Minnesota Statutes section 609.321, subdivision 14, to expand the definition of "prior qualified human trafficking-related offense" to include violations committed at any point in a person's lifetime, rather than limiting to convictions within ten years of discharge from probation or parole.

Includes convictions or delinquency adjudications for violations of Minnesota Statutes sections 609.322 subdivisions 1 and 1a (sex trafficking in the first and second degree), 609.282 (labor trafficking), and 609.283 (unlawful conduct with respect to documents in furtherance of trafficking).

Expands definition to include similar violations of statutes from other states or the United States in conformity with the specified Minnesota offenses.

Takes effect August 1, 2024, and applies to crimes committed on or after that date.
