Individuals and families with household income at or below 400 percent of federal poverty guidelines become eligible for MinnesotaCare without federal participation if a household member provides direct support services to an older adult or person with a disability.

Direct support services provider must work minimum 20 hours per week to qualify, with allowance for up to 4 weeks below 20 hours per redetermination period without losing eligibility.

Provider must submit proof of employment to commissioner of human services, with coverage beginning one month after submission and redetermination occurring every six months.

Direct support professionals eligible under this provision pay a fixed individual premium of $80 per month, with children age 20 or younger exempt from premiums.

Appropriates unspecified amount from health care access fund in fiscal year 2025 to commissioner of human services for state-only funded MinnesotaCare coverage for eligible direct support professionals.
