Cities are eligible if identified by the council as excessive inflow and infiltration contributors or have measured flow rates within 20 percent of council-determined limits.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $15,000,000 to fund the appropriation, effective the day following final enactment.
