Requires the Pollution Control Agency commissioner to submit an annual report by February 1, 2025, and every year thereafter detailing state agency nitrogen fertilizer purchases and strategies for meeting the reduction goal.

Report must be submitted to legislative committees and divisions with jurisdiction over environment and natural resources policy and finance.

Establishes a state goal for agencies to reduce nitrogen fertilizer purchases by 25 percent from baseline levels by January 1, 2030.

Requires cooperation among state agencies in preparing the report and developing reduction strategies.
