Requires all tobacco retailers licensed under Minnesota law to maintain stock of and offer for retail sale at least one FDA-approved nicotine replacement therapy product, except cigar shops.

Allows each tobacco retailer to independently determine whether to stock multiple products, the specific types stocked, and quantities available.

Mandates restocking within 5 business days of selling out and requires products back in stock within 14 calendar days of complete depletion.

Requires nicotine replacement therapy products be displayed behind checkout counters where public access is restricted, with printed notice inside the establishment and information about the state tobacco cessation program.

Exempts cigar shops, defined as establishments selling only cigars and cigar accessories, from all stocking and display requirements.
