Amends Minnesota Statutes section 121A.21 to allow schools to contract with private clinical nursing providers for medically fragile students who require continuous clinical nursing services at school and during transportation.

Defines "medically fragile pupils" as school-aged children with life-threatening medical conditions requiring individualized and continuous clinical nursing services, and specifies that these students must receive the same level of care at school as they receive at home.

Requires schools and parents or legal guardians to meet and discuss three options for arranging clinical nursing services: using the pupil's home nursing provider, contracting with the existing provider, or arranging services through school staff or another provider.

Establishes requirements that eligible clinical nursing providers must have a Board of Nursing license, comply with federal law and school district policies including background checks, and remain supervised by their employer rather than the school district.

Specifies that school districts bear no liability for actions of contracted nursing providers on school premises and allows schools and providers to establish agreements regarding mutual expectations, confidentiality, liability coverage, and the provider's authority within the school environment.
