Converts naturopathic doctor registration system to licensure effective July 1, 2024, with valid registrations considered equivalent to licenses until renewal and conversion.

Prohibits unlicensed practice of naturopathic medicine effective July 1, 2025, requiring individuals to be licensed as naturopathic doctors to practice.

Establishes licensure requirements including completion of approved naturopathic medical education program, passing the Naturopathic Physicians Licensing Examination, and meeting continuing education standards of 25 hours annually with at least 5 hours in pharmacotherapeutics.

Requires advisory council members to transition from registration to licensure by January 1, 2026, to remain on the Registered Naturopathic Doctor Advisory Council.

Maintains professional conduct standards including informed consent requirements, 7-year patient record retention, restrictions on surgical procedures and controlled substances, and subject to state discipline and reporting requirements.
