Adds new subdivision 4 to Minnesota Statutes section 609.06 prohibiting use of force against another based on discovery, knowledge, or potential disclosure of the victim's actual or perceived sexual orientation, including gender identity and expression.

Prohibits use of force as a defense reaction even if the victim made an unwanted nonforcible romantic or sexual advance toward the actor, or if the actor and victim had a prior dating or romantic/sexual relationship.

Adds subdivision 2 to Minnesota Statutes section 609.075 establishing that reaction to a victim's sexual orientation, gender identity, or expression is not a valid criminal defense, including circumstances involving unwanted romantic or sexual advances or prior relationships.

Makes all amendments effective August 1, 2024, and applicable to crimes committed on or after that date.
