Adds exemption from lobbyist registration for individuals providing information, data, advice, or professional opinions to lobbyists or local officials at their request, without attempting to influence official action.

Adds exemption from lobbyist registration for individuals providing information or advice to members of a collective bargaining unit actively engaged in collective bargaining with a state agency or political subdivision.

Requires the Campaign Finance and Public Disclosure Board to study whether Minnesota law should distinguish between lobbying activities directed at state government officials versus local officials, with a report due to the legislature by January 15, 2025.

Maintains the $3,000 threshold for lobbyist registration based on compensation or personal spending to influence legislative or administrative action.

Makes amendments effective the day following final enactment and applies to activities occurring on or after that date.
