Appropriates $29,861,000 from the bond proceeds fund to the Public Facilities Authority for a grant to the city of Cold Spring for wastewater treatment facility improvements.

Funds will be used to design, construct, and equip improvements including replacing the existing filter process with an expanded biological nutrient removal activated sludge process.

Includes improvements to biosolids treatment and management infrastructure at the facility.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $29,861,000 to provide the appropriated funds.

Takes effect the day following final enactment.
