Environmental Quality Board must amend Minnesota Rules, part 4410.4400, to require environmental impact statements for animal feedlot facilities with 10,000 or more animal units

Requirement applies to both new construction of feedlot facilities and expansions of existing facilities that reach a cumulative capacity of 10,000 or more animal units

Commissioner may use good-cause exemption under Minnesota Statutes section 14.388, subdivision 1, clause (3) to adopt the required rules

Effective the day following final enactment and applies to all applications submitted on or after that date
