Establishes a pavement art pilot program administered by the commissioner of transportation for artwork installations applied to roadway pavement in trunk highway rights-of-way.

Requires installation of at least five art projects in the metropolitan district (including one at the intersection of Trunk Highway 55 and Van White Memorial Boulevard in Minneapolis) and at least five projects outside the metropolitan district, with each project remaining in place for at least one year.

Mandates that artwork be primarily applied to roadway or shoulder, allow safe vehicle operation, include community artist involvement, and incorporate public engagement and input collection.

Requires the commissioner to evaluate pavement art safety impacts (including vulnerable road user safety, motor vehicle crash rates, and speeding), material durability, and winter visibility, with findings reported to legislative committees by January 15, 2026.

Appropriates $500,000 from the trunk highway fund in fiscal year 2025 as a onetime appropriation for the pilot program.
