Appropriates $15,000,000 from bond proceeds and $16,000,000 from the general fund in fiscal year 2025 to the Board of Water and Soil Resources for wetland replacement activities.

Funds designated for acquiring land or permanent easements to restore, create, enhance, and preserve wetlands damaged by public road repair, reconstruction, replacement, or rehabilitation projects.

Authorizes the Board to vary priority order under Minnesota Statutes section 103G.222 to implement in-lieu fee agreements approved by the United States Army Corps of Engineers under the federal Clean Water Act.

Permits the Board to enter agreements with federal government, state agencies, political subdivisions, nonprofit organizations, and private entities to acquire wetland replacement credits in accordance with Minnesota Rules chapter 8420.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $15,000,000 to fund the program, effective the day following final enactment.
