Appropriates $5,207,000 from the bond proceeds fund to the Public Facilities Authority for a grant to the city of Mendota for water infrastructure improvements.

Funds will support acquisition of property and easements, predesign, design, and construction of a water main looping and pressure reduction system for the city.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $5,207,000 to provide the appropriated funds.

Becomes effective the day following final enactment.
