• Allows the agency to determine income eligibility based on participation in state or federal public assistance programs including child care assistance, housing support, and economic assistance programs.

• Establishes new authority for the commissioner to adjust income and rent limits for multifamily housing programs to align with federal limits under IRC sections 42 and 142.

• Removes the census tract renter-occupancy requirement (60% threshold) for eligible homebuyers in a first-time homebuyer mortgage program, retaining only the 130% area median income limit and first-time homebuyer status requirement.
