Appropriates $10,000,000 from bond proceeds to the Metropolitan Council for a grant to Dakota County for Thompson County Park improvements.

Funds natural area restoration and accessibility improvements including pollinator habitat, sensory gardens, stream corridor restoration, inclusive nature play area, accessible trails, and ravine overlook.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $10,000,000 to provide the appropriated funds.

Becomes effective the day following final enactment.
