Clarifies that providers must not charge any fee when a patient requests copies of their medical records for purposes of reviewing current medical care.

Establishes maximum charges of 75 cents per page plus $10 retrieval fee for other record copy requests, with annual adjustments based on the Consumer Price Index for Minneapolis-St. Paul.

Prohibits all fees (per page, retrieval, or other) for patients requesting records to appeal Social Security disability benefit denials, with certain exceptions for patients receiving public assistance or represented by civil legal services or volunteer attorney programs based on indigency.

Requires patients to submit documentation (public assistance statement, civil legal services letterhead, volunteer attorney program letter, or Social Security Administration benefits statement) to qualify for fee-free records related to disability appeals.

Limits patients to no more than two free medical record updates for further appeals, but only for information not previously provided, and excludes state government units adjudicating Social Security disability claims from serving as authorized patient representatives.
