Changes the reporting deadline from January 1 to February 1 of each year for the commissioner of management and budget's capital project report to legislative committees.

Report must cover laws authorizing state bonds or general fund appropriations for capital projects enacted more than four years prior, including amounts expended and unobligated balances.

Commissioner must also report on capital appropriations and bond balances that may be canceled due to project completion, cancellation, or conclusion of purposes.

Unencumbered general fund appropriations and bond balances reported as cancelable are automatically canceled effective July 1 unless reauthorized by the legislature.

Report scope limited to bond authorizations supported by state appropriations and associated general fund appropriations for projects authorized or amended after December 31, 2013.
