Expands requirement for itemized billing descriptions to all health care providers including hospitals, outpatient surgical centers, health clinics, health professional offices, and licensed health professionals, not just hospitals.

Requires health care providers to deliver itemized descriptions of billed charges within 30 calendar days after services are provided, or within 30 days after hospital discharge, via secure email, secure online portal, or mail upon request.

Prohibits using only medical or dental billing codes, "miscellaneous charges," or "supply charges" to describe billed items; technical terms must be defined on the itemized description.

Allows hospitals and other facilities to compile itemized descriptions from multiple employed or contracted health professionals into a single document for the patient.

Exempts patients enrolled in Medicare, medical assistance, MinnesotaCare program, or those with employer self-insured health plans; providers cannot charge patients for the itemized descriptions.
