School districts must adopt a policy ensuring parents requiring language assistance can meaningfully participate in developing their child's individualized education program, effective July 1, 2024.

District policies must include: a process for requesting free translation and interpretation services, a list of available documents in languages other than English, a process for ensuring parent understanding of IEP documents, and a process for requesting documents at least one day before IEP meetings.

Districts must develop processes to identify parents needing language assistance, notify them of the policy in a language they understand, provide oral translations for parents whose native language is not written, and post the policy in English and the three most common district languages on their website.

School districts must adopt a policy establishing a process to provide reasonable accommodations to parents with disabilities who have children with disabilities, allowing meaningful participation in IEP meetings and related processes, effective July 1, 2024.

District accommodation processes must allow parents to request accommodations verbally or in writing to any licensed staff member, with district response required within five school days; accommodation requests must be treated as private data and not disclosed in student records or IEP documents.
