$10,000,000 appropriated from bond proceeds fund to the commissioner of transportation for a grant to the city of Richfield and/or Hennepin County for Nicollet Avenue improvements.

Project includes design and construction of approximately 1.4 miles of roadway on Nicollet Avenue (County State-Aid Highway 52) from 77th Street to 66th Street, plus active transportation and public utility infrastructure.

Funds cover replacement of water main, sanitary sewer main, and storm sewer main, as well as predesign costs and real property or right-of-way acquisitions within the corridor.

Commissioner of management and budget authorized to sell and issue state bonds up to $10,000,000 under Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Effective the day following final enactment.
