Adds public safety telecommunicators as eligible members of the local government correctional service retirement plan effective July 1, 2025.

Sets employee contribution rate for public safety telecommunicators at 6.5 percent of salary, compared to 5.83 percent for other correctional service plan members.

Allows public safety telecommunicators who become plan members on or after July 1, 2025, to count prior service in the general employees retirement plan toward vesting percentage calculations.

Redefines "911 telecommunicator" as "public safety telecommunicator" and expands definition to include employees at public safety answering points and emergency medical dispatch service providers who serve as initial first responders.

Establishes legislative findings that public safety telecommunicators are "first, first responders" who perform critical emergency services including NARCAN administration, CPR instruction, and domestic violence de-escalation.
