Appropriates $250,000 in fiscal year 2024 and $250,000 in fiscal year 2025 from the general fund to the Minnesota Council on Disability for website accessibility initiatives.

Requires the Council to develop and make available a statewide training module for cities and counties on conforming local government websites to accessibility standards by July 1, 2024, in consultation with the League of Minnesota Cities and Association of Minnesota Counties.

Directs the Council to provide outreach, training, and technical assistance to local government officials and staff on website accessibility.

Requires the Council to track and compile information about training outcomes and the costs incurred by cities and counties to implement website accessibility improvements.

Mandates annual reports to the legislature beginning January 15, 2025, detailing the number of municipalities trained, training outcomes, implementation costs, and other relevant information.
