HF 4800 Summary

• Requires original equipment manufacturers to make documentation, parts, and tools available to independent repair providers and equipment owners on fair and reasonable terms within 60 days of first sale in Minnesota.

• Farm equipment manufacturers must provide tools, software, and documentation to owners at no charge, except for reasonable costs to prepare and send physical tools.

• Prohibits manufacturers from using parts pairing, proprietary firmware, or other mechanisms to prevent installation of non-approved parts, inhibit functionality, create false warnings, charge increased repair fees, or limit who can purchase parts or perform repairs.

• Expands existing law to include farm equipment alongside digital electronic equipment, and defines "fair and reasonable terms" to include equivalent pricing and terms offered to authorized repair providers.

• Excludes motor vehicles, medical devices, off-road equipment, video game consoles, energy storage systems, and critical infrastructure equipment from the requirements.
