Appropriates unspecified general fund dollars to the Minnesota Secretary of State in fiscal year 2025 for reimbursing local units of government for costs related to implementing a redesigned state flag and state seal.

Eligible reimbursement costs include purchasing and installing new state flags and seal emblems, professional services to redesign documents and badges incorporating the flag or seal, and purchasing new supplies of updated materials.

Secretary of State may approve additional transition costs to ensure implementation is not unduly burdensome or costly for local governments.

Requires the Secretary of State to establish procedures for submitting reimbursement requests and ensure equitable distribution of funds, including to local units of government outside the seven-county metropolitan area.

Defines "local units of government" as statutory and home rule counties and cities, school districts, and towns; appropriation is one-time and available until spent.
