Establishes a Climate and Mental Health Advisory Task Force within the Minnesota Department of Health consisting of 16 members: two state senators, two house representatives, and 12 members appointed by the health commissioner representing vulnerable communities.

Task force must identify effects of climate change and extreme weather on mental health in Minnesota, analyze severity across demographic groups, and identify communities currently and likely to experience the most negative effects.

Requires task force to assess mitigation strategies, obtain public comment, and submit findings and recommendations to the health commissioner including a targeted implementation schedule with measurable goals, timelines, estimated costs, and evaluation methods.

Appropriates unspecified funds in fiscal year 2025 from the general fund to the health commissioner for the advisory task force operations and implementation of recommended strategies, available until June 30, 2030.

Task force continues until terminated by the health commissioner, with member terms and expenses governed by Minnesota Statutes section 15.059.
