Prohibits the intentional or accidental release of domestic hogs and restricted species, with violations constituting misdemeanors.

Expands definition of "restricted species" to include pigs, boars, peccaries, and members of Suidae and Tayassuidae families, excluding domestic hogs.

Establishes administrative penalties of up to $1,000 for first violation, $1,500 for second violation, and $3,000 for each subsequent violation of release prohibitions.

Requires persons who violate release prohibitions to register premises with Board of Animal Health, implement confinement standards, and reimburse the state for annual inspection costs.

Repeals voluntary fur farmer registration system (section 17.353) and creates new fur farm licensing provisions with annual fees collected in game and fish fund.

Requires joint outreach by agriculture and natural resources commissioners and Board of Animal Health on swine containment methods, technical assistance, feral hog control, and release penalties.
