Establishes a three-year pilot program providing evidence-based literacy instruction through nonprofit community organizations and public libraries in out-of-school settings for school-aged children.

Up to 50 percent of grant funds must be awarded to organizations in Minneapolis, with remaining funds distributed to eligible recipients in greater Minnesota.

Grant recipients must report to the Department of Education by December 15, 2025, and August 15, 2027, including number of children served, programming details, and staff training information.

Commissioner of Education must evaluate programs and report to legislative committees by February 2, 2026, and January 15, 2027, with final report including recommendations for statewide expansion, budget recommendations, and proposed legislation.

Appropriates $20,000,000 from the general fund in fiscal year 2025 for out-of-school literacy grants, available until June 30, 2027.
