Commissioner of education must identify one or more model programs and publish a list by January 1, 2025 that includes written materials, resources, and instructor training for middle and high school cannabis and substance use education.

Model programs must be medically accurate, age and developmentally appropriate, culturally inclusive, and address physical and mental health effects, unsafe behaviors, signs of substance use disorders, treatment options, and healthy coping strategies.

School districts and charter schools must implement a comprehensive cannabis and substance use education program for middle and high school students beginning in the 2025-2026 school year, including instruction that respects community values and refers students to local treatment resources.

School districts must ensure curriculum development and implementation efforts are consistent with existing Minnesota Statutes sections 120B.10 and 120B.11.

School districts and charter schools may adopt additional programs to discourage and prevent underage substance abuse.
