Modifies a $3,800,000 grant to the Native American Community Clinic in Minneapolis for purchasing the building in which the clinic is located.

Modifies a $4,500,000 grant to the Native American Community Clinic for site preparation and construction of a clinic expansion, including medical and dental exam rooms, laboratory and diagnostic space, and related capital improvements.

Allows the Native American Community Clinic to sell real property interests on the clinic property (funded by these and earlier appropriations) for developing affordable housing, provided the clinic itself is not sold and sale proceeds are applied to clinic construction and expansion.

Makes Department of Employment and Economic Development construction grant declarations and restrictive covenants subordinate to mortgage-secured financing for both appropriations.

Both amendments take effect the day following final enactment.
