Removes the "Effective July 1, 2016" date restriction from background study requirements for housing support providers, making the requirement permanent.

Requires background studies under chapter 245C for controlling individuals, managerial officials, and all employees and volunteers with direct contact or unsupervised access to recipients or their property and data.

Removes the "Effective July 1, 2017" date restriction from requirements that providers demonstrate individuals have notices stating they are either not disqualified or have received a set-aside of disqualification.

Exempts providers of supportive housing and emergency shelter from initiating background studies under chapter 245C.
