Amends Minnesota Statutes section 412.02, subdivision 6 to allow city councils to include ward boundary changes when proposing to increase or reduce council size to five or seven members.

Adds new subdivision 7 authorizing statutory cities to provide for the election of city council members by ward through city ordinance.

Requires ward ordinances to designate ward boundaries and specify whether the city will operate as a statutory standard plan city or statutory optional plan city, subject to voter approval.

Both amendments take effect the day following final enactment.
