• Amends Minnesota Statutes to require persons training dogs to be service animals have the right to be accompanied by the dog in public places listed in section 363A.19, with trainers liable for any damage caused by the dog.

• Persons training service animals are entitled to full and equal access to all housing accommodations without paying extra compensation for the dog, and any deed restrictions, covenants, ordinances, rental agreements, or homeowners association rules limiting this right are void and unenforceable.

• Any additional charges or fees required from owners or tenants training service animals constitute a violation of their rights under this statute.

• Individuals denied these rights may recover reasonable attorney fees and expenses from the party denying the right if they prevail; conversely, parties enforcing valid restrictions against violations of enforceable limitations may recover attorney fees if they prevail.

• This section becomes effective August 1, 2024.
