Commissioner of human services must provide a $4.50 per filled prescription payment to eligible outpatient retail pharmacies to improve pharmaceutical access in rural and underserved areas.

Managed care plans, county-based purchasing plans, and their pharmacy benefit managers must pay the directed pharmacy dispensing payment in addition to, and without reducing, other dispensing fees paid to pharmacies.

Eligible pharmacies must be licensed under Minnesota chapter 151, not owned by pharmacy benefit managers or health carriers, and either located in medically underserved areas or share common ownership with 12 or fewer Minnesota pharmacies.

Commissioner may adjust the payment amount based on available state and federal funding, and must monitor effects on pharmaceutical access; the subdivision expires if federal approval is not obtained.

General fund appropriation of unspecified amount for fiscal year 2025 is provided to the commissioner for the directed pharmacy dispensing payments, effective July 1, 2024, or upon federal approval, whichever is later.
