Prohibits municipalities (cities, towns, and townships) from enacting, amending, or enforcing zoning ordinances that ban emergency housing facilities, except in residential or agricultural zones.

Defines "emergency housing facility" as a facility providing sleeping accommodations and restroom facilities on a day-to-day basis to persons without permanent housing for fewer than six months.

Amends Minnesota Statutes sections 462.352 and 462.357 to clarify the definition of municipality and add new restrictions on zoning ordinances related to emergency housing.

Allows municipalities to prohibit emergency housing facilities only in areas specifically zoned as residential or agricultural.
