Appropriates $1,000,000 in fiscal year 2025 from the general fund to the Commissioner of Human Services for a grant to Dakota County to address disability services workforce shortage.

Allocates up to $500,000 to develop and test an online application for matching service requests from people with disabilities to available staff.

Allocates up to $500,000 to develop a communities-for-all program that engages businesses, community organizations, neighbors, and informal support systems to promote community inclusion of people with disabilities.

Requires the commissioner to report outcomes and recommendations of the pilot projects to legislative committee chairs and ranking minority members with jurisdiction over human services finance and policy by October 1, 2026.

Designates the appropriation as a onetime grant and establishes an effective date of the day following final enactment.
