Establishes the Task Force on Holistic and Effective Responses to Illicit Drug Use to review research reports on approaches to address illicit drug use in Minnesota, develop implementation timelines, and make policy and funding recommendations to the legislature.

Task force membership consists of 13 positions including the state public defender, county attorneys, peace officers, medical professionals, criminal defense representatives, tribal government representative, academic researchers, individuals with lived experience of drug use, and social service administrators; appointments must be completed by August 31, 2024.

Task force must submit an initial report by February 15, 2025, and a final report by February 15, 2026, with recommendations including proposed legislation and implementation plans to reduce harm from illicit drug use.

First meeting must be convened by September 30, 2024, by the director of the Office of Addiction and Recovery, with the task force meeting monthly or as determined by the chair.

Appropriates an unspecified amount from the general fund in fiscal year 2025 to the Office of Addiction and Recovery for task force support staff, office space, and administrative services, with a base appropriation in fiscal year 2026 and $0 in fiscal year 2027.
