Establishes the Center for Nursing Equity and Excellence within the University of Minnesota in collaboration with Minnesota State Colleges and Universities to address nursing workforce needs, health equity, recruitment, retention, and utilization.

Center shall conduct biennial data-driven gap analysis of nursing supply and demand, establish workforce databases, develop recommendations for nurse faculty recruitment and advancement, and pilot innovative retention projects.

Center shall promote nursing excellence programs including magnet recognition, convene stakeholders including nurses, healthcare professionals, lawmakers and educators to review data and recommend systemic changes, and report annually to the governor and legislature beginning in 2025.

Board of Nursing shall include optional contribution requests on licensure applications for funding the center, with revenues transferred to the University of Minnesota for center operations.

$250,000 appropriated from the general fund in fiscal year 2025 to the Board of Regents of the University of Minnesota to establish and operate the center.
