Establishes a certified community behavioral health pilot project running from October 1, 2024, through October 1, 2026, to transform community behavioral health systems and provide comprehensive, family and culturally centered care.

Eligible certified community behavioral health clinics (CCBHCs) must be certified under Minnesota Statutes section 245.735 and have completed CCBHC certification and needs assessment to receive funding.

Funds must support evidence-based services directly related to CCBHC certification criteria, with no more than 20 percent used for infrastructure development, and must serve uninsured individuals or those with unaffordable or insufficient coverage.

Participating CCBHCs must report to the commissioner of human services on number of individuals served, types of services, diagnoses, lab testing results, and mental health functioning outcomes.

Appropriates $1,500,000 in fiscal year 2025 and $1,500,000 in fiscal year 2026, with $0 appropriated in fiscal year 2027.
