Prohibits licensed health care professionals from performing or assisting with specified surgical procedures on individuals under age 12 born with variations in physical sex characteristics, including clitoroplasty, gonadectomy, vaginoplasty, phalloplasty, hysterectomy, and oophorectomy.

Allows exceptions for procedures required to address immediate risk of physical harm, including removal of tissue with significantly heightened malignancy risk, procedures to allow urine to exit the body or treat urinary incontinence, procedures treating complications from previous surgery, and procedures necessary to preserve life in medical emergencies.

Violations of the prohibition constitute grounds for disciplinary action by the health-related licensing board that licensed the offending health care professional.

Effective the day following final enactment.
