Increases the plant canopy limit for medical cannabis cultivation from 60,000 to 90,000 square feet for medical cannabis combination businesses.

Allows medical cannabis combination businesses to cultivate cannabis at multiple locations with aggregate canopy counting toward the overall limit.

Adds two new authorized actions: transport and delivery of adult-use cannabis products to businesses and customers, and transport and delivery of immature plants and seedlings to businesses and customers.

Modifies the adult-use cannabis cultivation authorization to allow the office to increase canopy area based on demonstrated legitimate need to satisfy demand, rather than requiring only a "significant increase in sales."

Requires medical cannabis combination businesses to provide reliable and ongoing supply to the medical cannabis registry program through cultivation or purchase, with potential license suspension or revocation for non-participation.
