Eliminates fees for patients requesting copies of their own records for purposes of reviewing current medical care.

Replaces the previous $0.75 per page and $10 retrieval fee structure with tiered pricing: $1 per page plus $10 for paper copies, $30 total for x-rays, and $20 total for electronic copies.

Implements maximum charge caps for paper records: $10 if no records available, $30 for up to 25 pages, $50 for up to 100 pages, $50 plus $0.20 per page for pages 101 and above, with a $500 overall maximum.

Allows only a $10 retrieval fee (no per-page or x-ray fees) for records requested to appeal Social Security disability benefit denials, with no fees for patients receiving public assistance or represented by attorneys from legal services programs.

Permits annual adjustment of maximum charges based on changes in the Consumer Price Index for all Urban Consumers, Minneapolis-St. Paul (CPI-U).

Effective January 1, 2025.
