Prohibits manufacturers and wholesale drug distributors from restricting, prohibiting, or interfering with delivery or distribution of 340B drugs to pharmacies under contract with 340B covered entities to dispense these drugs, unless prohibited under the federal 340B Drug Pricing Program.

Defines "340B covered entity" according to section 340B(a)(4) of the Public Health Service Act and "wholesale distributor" as entities required to be licensed under Minnesota Statutes section 151.47.

Adds violation of this provision (section 62J.96) as grounds for disciplinary action against manufacturers or wholesale distributors under Minnesota pharmacy licensing laws.

Amends existing disciplinary action statutes to include this new 340B drug access violation as item (26) in the list of prohibited conduct for manufacturers and wholesale distributors.
