Establishes coordinated project plans for eligible environmental projects to synchronize state agency reviews and permitting with 18-month deadline for environmental assessment worksheet decisions and 3-year deadline for environmental impact statement decisions.

Requires Pollution Control Agency to issue separate permits for construction and operation of facilities and to issue semiannual permitting efficiency reports tracking tier 1 permits (90-day goal) and tier 2 permits (150-day goal).

Modifies environmental assessment worksheet petition requirements to limit petitioners to those residing in affected or adjoining counties and eliminates mandatory scoping worksheets for projects requiring environmental impact statements.

Expands expedited permitting process allowing applicants to reimburse agency for costs of staff and consultants to expedite permit development through final decision.

Creates ombudsman position for business permitting within Department of Employment and Economic Development to evaluate permitting processes, assist businesses, and investigate complaints.
