Establishes an ongoing grant program administered by the commissioner of commerce for renewable energy projects funded from the renewable development account, effective July 1, 2025.

Grants may support research and development of renewable electric energy technologies, grid modernization projects, ultra-efficient electric vehicles, and other innovative energy projects that reduce demand and increase system efficiency.

Requires a renewable development account advisory group including public utility representatives, ratepayers, and at least one Prairie Island Indian community representative to develop funding recommendations and evaluate project proposals using independent third-party experts.

Mandates annual reports to legislative energy committees by February 15 detailing funded projects and their financial benefits to ratepayers, with all final reports posted online and acknowledging ratepayer funding.

Subjects all construction projects funded from the account to prevailing wage requirements under Minnesota labor law, with priority given to payments required under section 216C.417.
