Establishes annual supplemental payments to eligible hospitals for direct and indirect graduate medical education costs beginning January 1, 2025, subject to federal approval.

Eligible hospitals include those participating in Minnesota's medical assistance program that receive Medicare graduate medical education payments under federal regulations or are children's hospitals.

Commissioner shall calculate direct graduate medical education payments using CMS-2552-10 forms, Medicaid share percentages based on inpatient days, and Medicaid utilization percentages updated annually.

Commissioner shall calculate indirect graduate medical education payments using Medicare indirect medical education formula with Medicaid variables, inpatient beds, and full-time employee or intern/resident data, with different multipliers for hospitals with fewer than 50 trainees versus 50 or more trainees.

Total supplemental payment equals the sum of direct and indirect graduate medical education supplemental payment amounts; payments are contingent on federal approval and compliance with federal law requirements.
